Pearl Izumi achieved this by combining their latest generation AmFIB® softshell and thermal fleece fabrics for a superior fit. AmFIB softshell covers and protects the front of the leg, the seat, and the Achilles tendon areas from the elements, while thermal fleece fabric on the back of the legs and knees insulates and provides great breathability. The wide waistband is comfortable without feeling restrictive. PI Dry® permanent water-repellent technology sheds precipitation. BioViz® reflective elements appear on the back of the calves, high enough for visibility above any shoe covers or booties, as well as on the hip.

So far these have worked well for me on cold rides (30F or lower). They block the wind and kept me dry when I rode through some light rain. They stretch but not as much as Pearl Izumi's thermal tight but they fit well and are comfortable.
My only complaint is it can be a little difficult to get the cuff over my large (size 13) feet when taking them off due to the limited amount of stretch. A zipper might be useful for future versions.
These are a comfortable, well made, high quality tight that keep me warm in sub freezing temperatures. Getting my foot through the leg opening takes an intense moment of concentration, but a little less so each time I put them on. They are oddly loose in the waist but snug everywhere else which keeps them from falling down. A drawstring in the waist would help. Overall I anticipate staying warm for a lot of winter miles.
